It's also important to break up the ownership of massive corporations that own media, and have television and radio stations brought more under local control. Also, the concept of civic responsibility - of stations justifying the ownership of their broadcast license by demonstrated public service programming, and reaching out to groups in their community. This was common as late as 20 years ago, but has been continually eroded.
