California To Use IOU's; One of 18 States Struggling With Deficits (CBS) Across the country Americans are getting a big dose of budget reality. In a busy San Francisco medical clinic financed largely by taxes, the start of the state government's fiscal year today is filled with uncertainty as CBS News correspondent John Blackstone reports.

1. This move on the part of the governors to cut social programs may
be a move to force the feds to take over the programs. Medicaid to national health care bill, etc. If this will help pressure the feds into getting their act together good - if it is just letting the poor and middle class take the brunt of the pain then to hell with the governors.
