I wonder...
if Powell was going to try for the presidenty and Bush found out. That could explane all the backtracking going on. I mean, If he might have thought to hang it up sooner so he could run. And now he is trying to save himself for Darth Bush's rath by saying he had attintion on stepping down.

3. Powell could never win. Remember the My Lai Massacre?
I think he knows that reminding people of his involvement in that would bring him down. I don't think he would want the publicity.
