WV GOP files ethics complaint against Manchin due to voter forms

The state Republican Party filed an ethics complaint against Secretary of State Joe Manchin on Monday claiming the use of his name on voter registration applications is an abuse of public office.

Manchin is running for governor as a Democrat. Larry Puccio, Manchin's campaign manager, said the GOP's complaint was ''petty partisan politics.''

''Once again, they're trying to make a mountain out of a mole hill,'' Puccio said
