D.C. Council Chairman Gray tries to use emergency power to circumvent SCOTUS decision in Heller
PROPOSED LEGISLATION STARTS LIFE AS A BILL, becomes an act when passed by the Council, and is finally a law after the mandated Congressional review period. Bills can only be introduced by a member of the Council. The Chairman as a courtesy may introduce a bill requested by the mayor. Hundreds of bills are introduced in each Council Period for consideration of the Council.

When two-thirds of the members find that emergency circumstances exist, the council also may adopt emergency legislation effective for 90 days and temporary legislation which remains in effect for 225 days. Except for emergency acts and special legislation (e.g., bond legislation) all acts must be referred to the U.S. Congress for a mandated review period. Congress has 60 legislative days in which to review proposed changes to the criminal code, and 30 legislative days to review other legislation. A legislative day is any day in which one or both houses of the U.S. Congress are in session.

Council-passed measures become law if Congress does not disapprove a District act by adopting a joint resolution of disapproval, which must be signed by the president of the United States.

It's a settled matter of law that "the Second Amendment protects an individual right to possess a firearm unconnected with service in a militia".

DU's activist should write and call their senators and congresspersons and demand that they disapprove the efforts of the D.C. Council to infringe on a basic civil right protected by our Constitution; the natural, inherent, inalienable right of law abiding citizens to keep and bear arms for self-defense.

The decision by the U.S. Supreme Court in D.C. v. Heller confirms the Democratic Party promise "We will protect Americans' Second Amendment right to own firearms" and the position of presumptive Democratic presidential candidate Obama "I have always believed that the Second Amendment protects the right of individuals to bear arms”.

2. What scum
The courts should jail them for blatant disregard of the ruling. We need more accountability in office, how can an entire group of office holders come right out and state that they are planning on circumventing the Supreme Court ruling any which way they can without ANY reprisal? Political figures need to have their jobs on the line every time they run their stupid mouths and outright attempt to break the law.

3. Follow the money trail...
I originally seriously suspected some payoffs by organized crime to the politicians. This is not unusual in America.

These pols in Washington D.C. are just resisting too much. I can understand some strong restrictions on gun ownership would be implemented by a city that had totally opposed gun ownership (except of course by the criminals). After all why should any honest citizen want a gun to defend himself when help by the highly trained police is merely a phone call away.

But some of these restrictions are looking more and more like Washington D.C. is attempting a create an obstacle course so difficult to navigate that only the rich and connected came pass it.

Now that I've had a chance to considered the situation more thoughtfully, I now believe the criminal element isn't behind the effort to make legal gun ownership practicably impossible (although they would favor it). Perhaps the politicians see a big payoff or reward from the anti-gun groups. If crime and murder decreases dramatically in Washington, then how will the big anti-gun groups continue to raise funds and continue their existence.
