1. They are both correct, depending on time frame.

The first one is "omg, those should have been sent already!" (or also "How come no one is sending you invoices? I thought we were clear that they are supposed to go to you")

the second is "I thought you are the one who is supposed to get them, so that's why I sent it to you"


If the situation is that someone (perhaps you or someone you are in charge) was supposed to have sent invoices already, but none have been received, so you are explaining that as far as you knew they did get sent, then try "I was under the impression that they had been sent to you"
