1. Not unless you have the equipment
To take advantage of it. If you are just adding a DVD to your system and you have RCA or SVid connections then you do not need Progressive Scan. If you have a Component based system then you can take advantage of Progressive scan.

you don't have a compatible TV. Mine is progressive scan, but I have to have it turned off because I don't have a digital TV. It doesn't hurt anything to have it, in case I win the lottery and get a new TV..
