3. i lived in Az for 3 yrs a few yrs back.

5. Try the Panama DMV. One person on a manual (not electric) typewriter
and you had to bring several $20 bribes for the other people in the office. When you finally got your new license, you had to put a bottle of Jack on your car seat for the inspection. As I think about it, it was much like MA.

6. What state? PennDOT is screaming efficient (PA). Rarely takes more than 15 minutes.
I've been in and out the door in less than five. You stop at a desk and tell them what you're there for. They give you a slip of paper with a letter code followed by a number and an estimated wait time. I've never had the wait time be more than the estimate. Unless you're there for license renewal (photo room) or new license/learners permit/transfer license (different room), you go to a main room with service desks all around the perimeter. Three display boards show the most recently called three letter/number sets and as a new one is added, an electronic voice calls it out along with the service desk number and the letter/number set is displayed over that desk. You really can't get any more efficient than that.

7. Try it from outside the U.S.
Once the s.o. got permanent resident status, it was time to trade in the Texas driver's license for a Province of Quebec license. Of course, online service is not available if you're out of the country, because even though the form will let you enter another country, it still expects a two-letter state abbreviation and a 5-digit zip code :banghead:. After trying to get someone on the phone for the better part of a week, I filled out the written request, got a money order from the post office for 2 bucks over the required amount and sent that puppy registered international mail (about $40 to send 12 bucks).

To their credit, they sent it in the time they said they would, and the s.o. made the appointment and got the new license, but because TX DMV didn't indicate what type of permit was obtained (full license at age 15 because of hardship), SAAQ up here only gave the s.o. credit for 2 years' experience instead of 38. So now I have to get a hold of the dipshits at the Texas DMV somehow and have them send me a letter that verifies the whole full permanent license thing.

Not looking forward to it. :grr:
