Please help a cell phone idiot with ringtones...

...I'm one of those who wants a cell phone to sound like a phone, but I'm buying a cell phone for my brother and he likes his ringtones to sound like songs. I want to get him a cell phone, enter all of his contacts (my sister-in-law has provided me with them) and have a few custom ringtones on it when I give it to him.

My questions are as follows:

1.) Are there places where you can buy song ringtones, outright, without there being a monthly charge?

2.) If any of you know of such a site, can you direct me to a site where rock ringtones along the lines of B.T.O., Rush, Foghat and other 70's bands we grew up with can be found? Specifically, I'm looking to add Working Man, Slow Ride, Takin' Care of Business, songs like that.

Thanks in advance for any answer. I realize I'm probably the only person on the planet who owns a cell phone and needs help with this, but I have no interest in ringtones for my own phone and never had reason to look into this sort of thing.
