Do we need a penal colony on Mars?

Another moron has abandoned vehicle at the foot of my driveway. For those of you unfamiliar with North Carolina vocabulary, a large of number of people down here think "snow" means "this is a perfect time for me to abandon my car in the street and walk home"

I live on a narrow street that is regarded as "two-lane" but just barely qualifies as that -- and every frickin time it snows, somebody abandons a car in the road at the foot of my driveway. Yeah, the car is "across the street" in a manner of speaking, but in fact it's really actually in the street, and I can barely get in and out of the driveway where the moron left it, meaning I can get in and out only with cold beads of sweat breaking on my brow

I think I've been persuaded we need a penal colony on Mars for some of these scoff-laws

1. That doesn't sound very cost-effective to me.

You know what would save a lot of money on that idea? Sticking these people in a rocket and launching it into the Sun. Still too expensive? We could always just chuck 'em in an active volcano. That sounds more than fair to those kinds of boneheads.
