Web Host Recommendations?

I'm going to help a guy running for Minnesota State Rep with his web page. I'd like to get him some space, some email, FTP access, the standard 9.95 a month package. A site that would register the domain too would be cool. Reliability a must.

I'm looking for suggestions from people who use a vendor they are happy with. I've googled web hosts and there are 7 billion of them - I'd like to host with someone that a DUer is happy with.
