No idea what that person's motive was. Big difference between a theft and liberation speaking from motivation.
I've gone into pet stores a number of times (those that sell puppies) and found one that was suffering and in need of vet care. I've picked that dog up and told the clerk that I was taking the dog with me to be treated and walked out. They got my rescue's business card and my license plate. Most of the abusers in my city know my name and face anyway. No matter. These folks were more than welcome to bring charges and complaints against me and those that operate with me for it.
Not once has any cop ever shown up at my door for it. It's not stealing, if that's the motivation.
