What do you do about a dog owner that won't use a leash?

What do you do about a dog owner that won't use a leash?
Every day a man who owns two small dogs walks them, one on a leash and one not. He claims that the one that runs loose is "okay," but whenever it sees a cat (including mine) or other dog, it runs up to them and scares the cat to death. There is a leash law in San Diego, but there doesn't seem to be any enforcement. I called the County animal services reporting another dog problem (dog abandoned for 3 days by its owner) and they never called back or investigated that. So apparently I will get no backup from the authorities. What do you suggest?

7. In the case of my cat,
I put the cat in the house as soon as I see them. In the case of a 15-year-old cat that sits on the steps of our neighbor's house, the cat's owner is not home and the cat must depend on her own wits.

4. Have you talk to the man directly and told him upfront you have a problem
also in my experience it is usually dogs who need defending from cats

10. That sucks! Does he have a wife or husband if so you might try talking to them
They would probably have more pull. You might try also leaving a note as a warning before you do anything if that doesn't work just to avoid any fall out in the neighborhood and possibly avoid drama

And I really don't want to put anything in writing unless it is filing an official complaint.

15. The cat is actually very social, but is 15 years old and much weaker than the dog.
The dog is young and aggressive.

I sympathize with your plight. Sometimes I take my dog out several times before the coast is clear... :-(

28. The owners showed up after 3 days and took the dog to wherever they are.
If it had gone on longer I would have called again. The poor dog was whining and barking day and night for 3 days and I am absolutely certain that nobody came to the house during those 3 days.

30. Thanks. That is really awful, poor thing...
I hate things like that, all my guys have been rescue and have really sad stories. He might have been better off if he'd been picked up and given a chance at a better home. :-(

I never know what to do when I see a loose dog without a person. Should I do something? Chances are that the dog is on his own property or just across the street, but I can't be sure. :-(

Where I used to live, I knew the neighbors and their respective dogs. Numerous times, I'd see somebody's loose dog and bring him/her back home. I wonder what they do without me. :shrug:

22. Make sure that animal control is the proper authority on this.
Here, it's Code Enforcement. Granted, they get called by AC, but they're the ones that dole out the punishment. Here, it can be a lien on your home.

Otherwise, I'd call AC anyway. Every time I saw it. They'll do something just to shut you up.

When my husband hikes the trails in the woods around here frequently dogs precede their owners so he carries pepper mace just in case.
