I think the Os and Marlins are playing a Shits and giggles game
No one's in attendence to see two bad teams, so both managers seem to be messing with their rosters for shits and giggles. The Os just brought in a starting pitcher as a Pinch HITTER and then didn't use said pitcher as an actual pitcher in the bottom of the inning.

1. If you are over 40, and ever played "Statis-Pro" baseball as a kid, you had many games like this
The game is an open invitation to over manage. Bunts, steals, squeezes, bizarre roster moves -- the works.
