Firefox is driving me nuts. Can someone help? Regarding Tabs

Firefox is driving me nuts. Can someone help? Regarding Tabs
OK, I've been searching all over the place but here's what happens:

I have two windows and if I open a link within one window, it opens a tab in the OTHER window. I want to be able to open the link within the same window.

I've gone to the options and changed it but still can't figure it out. Is it possible?

1. Menu: Tools->Options.
Go to the tabs screen in the Options window. Check New pages should be opened: in a new tab. Click ok to close window.

Done.

Didn't work.

That's why I don't understand what the problem is with this.

3. the usual: restart?
maybe it's just a strange glitch that will go away when you restart
