Open bowl of poison

My mother-in-law lives in a retirement tract home. She loves her bird feeder and the rabbits and ducks that come around.

She is getting dead animals and birds now. Turns out the neighbor near her puts out open bowls of poison.
He is a senile old coot who laughed at her when she asked him to stop.
This idiot claimed he didn't want the rabbits in his garden.

Who can she call?

1. I would call the cops, animal control and ASPCA.
That's disgusting, and criminal.

3. I can't imagine what your MIL is going through...she must be frantic!
I agree with RiffRandell. Call them asap, the sooner the better. What's to stop a kid from getting into the bowl of poison?

Good luck!

:)
