...as far as I'm concerned, anyway. It's generally a heavier and/or thicker material than the undies, and I would find it uncomfortable to have the undies over it.

Otherwise peeing is just too complex an operation. Imagine slipping your underwear down from underneath the garter belt and then, getting them back UP and under the belt without taking off the garter belt or creating wrinkles in the fabric to irritate your skin. I guess it can be done but I never managed it.

1. the garter belt is the fetish gear. It's what you want to end up with or the last to be without

2. If the garter belt is on top of the underwear, the garter belt and stockings have to come off to get the underwear off. Or the garters have to be undone, underwear slipped out of, garters reattached. Just a buzz kill.

3. On the other hand of the garter belt is underneath, you can wear the rig out if you want and vamp it up. One does see kool kids in clubs around here showing some garter (since skirts are about that length) and even wearing seamed stockings. And you can drink and dance and dammit PEE before you take someone home! I call that foreplay, myself.

4. If you are just using the garter belt for a bedroom show, you still want to be able to keep it on even if you have nothing else on...that's the purpose of fetish gear. But I think you start with underwear on for the drama at least.

the panties....otherwise you can't pee! I hated wearing pantyhose, and started wearing garter belts and stockings...much better than pantyhose when your job requires you to have "nylons" on your legs (this was in the 80's and 90's).

I no longer work corporate (have my own company), but if I had to go back to wearing nylons, it would be garter belts and stockings for me!
