1. Some police departments have a civilian monitor for these types of things.
Otherwise, I would speak to someone of rank, give copies of supporting documents and ask for the name of someone you can follow up with.

2. Be careful
they have a way of coming back at you. Would suggest move to another town, even county before filing complaint. Good luck. Karen

3. Something is inherently wrong with the system
If that's the case (and I have no doubt that IS the case)...

4. A friend of mine was driving down the street one day when she
heard sirens & saw a cop car coming up fast. She was in the left lane so she did what she thought she was suppose to do and pulled into the right lane to stop & let him pass. Well the cop tries to fly around her on the right and rear ended her. She got a ticket, took it to court and lost.
I don't think it is easy to prove a cop wrong.

5. almost...
I had a guy pull a gun on me at an intersection- i took off in my car, but i had gotten his plate number...I stopped the next cop I saw to report it...that night I got a call from the police saying that the persoon who had pulled the gun was an off-duty cop, and did i want to press charges.
i declined.
I didn't want to have a bunch of his pissed-off cop friends to have it in for me...

6. I called a cop's sargent
to complain, but I didn't file a formal complaint. I have always been supportive of cops because they have dangerous jobs, but a neighbor made a complaint and the cops came over (two months ago). The Asian cop was great. The white cop was a skin head who threatened me. I told him to wait while I ran and got a notepad and pen. He continued to threaten me, while I scribbled down his words muttering, "Oh, this is great stuff...I can't wait to show your supervisor what you say to law-abiding citizens."

I got the cops number and name and called his sargent to complain. I felt better after getting it off my chest.

7. Be anonymous in our sick system
Our system, as it punishes whistleblowers, means you have to act cagily.

Be as anonymous as possible.

Pity... we set high standards a society and then ditch them the moment they become inconvenient...
