Beach Music by Pat Conroy. Central to the story is the very beach music -- popular in the 60s, the U.S. southeastern shore -- that you're describing. South Carolina to be specific.

I grew up in SC and this is bringing all the memories back- peeling sunburns, white belts, khakis...MAKE IT STOP!

Maybe "It Will Stand", but I hope not forever...
