Saw a jogger this morning around 8:00

So, I saw a jogger this morning while I was moving the sprinkler. Just jogging in a hat, sunglasses and his boxer briefs. He was around my age, 25 I'd say. Good body and attractive I'd say. Just curious though. Is this illegal? It's really really hot here so I can understand it I guess. Didn't reveal anything he shouldn't have and didn't seem to be flaunting or anything. What do you all make of this? No big deal? We are in the pacific northwest.

No pics. Yeah since he was in shape and wasn't overly hairy, I don't see an issue personally. I'm guessing he just woke up, didn;t feel like getting dressed for a hot run and just ran the way he was.
