They needed to have them, for the reasons you mentioned.

It also helps that the L-39 weighs over 100 pounds fully loaded. Heavier gun = less recoil felt by the shooter.

Some of these old WWII era antitank rifles have garnered a following amongst some of the more well-to-do firearms enthusiasts. They don't use them for hunting or self defense, instead they take them out to the range and shoot targets.

If that thing is a 20mm L-39 and not .50 BMG rechambering, he'd have to be relatively well off. The cost of the gun and the proper permits notwithstanding, the 20mm ammo itself costs about $40 per round.
