Crop the image to an exact 48x48. You'll have to save as a jpg with lots of compression or a gif using 16 colors.

Given how small the resulting image is, it won't look too bad...

It's an image resizing program.

Simply save an image, open it in IrfanView, hold down mouse button to select image, then you can resize.

So, saving some cool mug shots off Smoking Gun, you can turn this:
