1. My grandparents were marks in the depression
the people would hop off the train and know there would be sandwiches waiting for them. Had to be the worst time yet. No shelters, soup lines a mile long........

I just took it to mean for the country (and, therefore all the people in it) at the time.
Any time of war would have been the worst, though. WW1 WW2 Korean, Vietnam.

7. The worst is now
We had wars before, as many of these eras include.

We have had economic disasters before.

But (with the possible exception of 1860 - 1866), the country never ceased to be America, and while people might have had issues with governmental policies, and even corruption to some extent, there was never so much overwhelming evidence of the federal government itself being an actual ENEMY of all the people as there is right now.
