...and the ruler of the planet was...

The Magistrate! Not named, referred to only as "The Magistrate"!

If it is the same Magistrate who graces us at DU with his presence, then...

Sir, I most respectfully submit my application for political asylum in advance, against the possibility that a certain simian will somehow manage to hold on to power in the most powerful nation on my home planet. He is a gentleman of serious intellect and a highly amusing twist of mind. His knowledge of history is deep, his ability to express himself cogently is outstanding, and his sense of humor is delightful.

In short, were he the ruler of a planet, I'd expect it to be fairly, efficiently, and amusingly run.
