Well, to make friends it helps to talk to them. Listen to them as well. Don't share your deepest, darkest secrets right away, but sharing personal information will encourage your new friends to share more of themselves with you as well. You might want to invite them to your house or an event that means something to you that they would enjoy. Help them if they need anything that you could help with. Keep confidential information confidential.
If you have a conflict with them, do not take it as a sign that you weren't meant to be friends. Try to resolve it quickly, forgive them, and show that you are still their friend. This will make your friendship stronger.
This is just my advice and just a bare outline.

18. You don't make friends, they just happen.
Seeing if someone wants to go out for a beer (coffee) is fine, but trying to actively pursue a friendship with someone seems like it would be counterproductive.

Once you are friends with someone all you need to do is be yourself, and try to be a good friends.
