How come so few candies are made of Butterscotch?

How come so few candies are made of Butterscotch?
I love Butterscotch but all you can get are those hard candies. Why not something soft like fudge or chocolate but not too sweet? Something similar to Butterscotch dip cone flavor. It would be a nice change from chocolate from time to time. Seems if someone could tap into a new Butterscotch soft candy market they could do pretty well.
