Ambiguous. Either a threat or the only way to become a Republican. I'm reading it as the latter.

2. Got a photo of my dad in 1992 at a Clinton Rally in Denver.
At the time, he was 72 years old. His sign said, "LOBOTOMIZE REPUBLICANS. IT'S THE LAW!

If I knew how to download photos, I'd download it.
