Why does Bush call Gonzalez "Fredo"? Didn't Fredo betray the "family"?

Why does Bush call Gonzalez "Fredo"? Didn't Fredo betray the "family"?
Why nickname a person Fredo, after Fredo Corleone, one of the most famous traitors in movie history? Then, Fredo gets killed by his "family" after betraying them. Fredo was, to put it kindly "the weakest link" in the family.

Am I completely mis-remembering the Godfather here? I don't see Gonzalez pulling a real-life Fredo and betraying the Bush "family" can you?

2. first of all, because Bush is a complete and utter moron
on the other hand, maybe it was a warning to Gonzales, who probably could bring him down as they've known each other forever. If Fredo turns traitor, he has a small plane accident or jumps off a building, capiche?

Hell, just the fact that he gave him a mafia nickname speaks volumes. Then again, maybe it was supposed to be a Lord of the Rings reference.
