It's indeed the Vancouver (BC) Aquarium in Stanley Park. When I was there in '03, I stood at that very corner, watching what I assume was the same pair of otters floating about. If so, the lighter-haired one is an elderly female survivor of the Exxon Valdez oil spill.

I love their personalities, they way they crack open shellfish on their tummies
using two stones, and everything about them.
