So when somebody talks of 'lifting them by their short hairs', what do they mean?

So when somebody talks of 'lifting them by their short hairs', what do they mean?
I mean, regular hair is like 4" long.

The only short hairs I know of grow from arms and legs, and those don't get longer than 1/2". Are these the short hairs? And how effective is lifting people up by these hairs going to do anybody any good?

8. Yeah but those average out to being 2". That's not as short as arm hair.

14. It comes from the Shakespearean saying "accosted by the short heirs"...
...which in turn is derived from the medieval custom of disinheriting any midgets who show up in your family tree. Often these castaway shortlings would return to their wealthy families when the circus was out of season and try to mooch off their estranged family members.

15. I always thought it meant the hair on the back of your neck, and yes
it hurts when someone grabs them. But they could also mean short hair in other places which, also would not feel too good to get grabbed by.
