Computer whizzes..help please ...a question about KBs

My sig file has too many of them, so I had to kill the kitties. I decided to go for doggies this time, and of course the pic I chose was 300 whatevers tall and could only be 200, so I went to Irfanview, cut it down and transferred it back to Smugmug so I could upload here, and now the SMALLER pic ends up with MORE of those damned KBs.. WTF??

Is there a program somewhere that lets you just tell it you want 20 KBs and it fixes it for you??

It's actually a very old version of Lview Pro- I use the old Win95 version. Simple, clean, and it works great in every version of Windows, even Win 3.1 with the 32 bit subsystem installed.

It's great for quickly reducing jpeg file sizes.

It's shareware, so it'll occasionally pop up a "Not Registered" blurb, but it's still fully functional. Fortunately, I have a registered copy.

All you have to do is open a file and re-save it, and the size reduction is automatic.
