A little help please?

NOTE: This has already been answered adequately, so you need not waste your time reading it. Thanks to the DUers who helped. :D

Earlier this morning I attempted to link to the text of the Patriot Act on a board I run. The link absolutely would not work. I have never had this problem before, so I'm quite curious about it. So, I'll try it here:

If someone can click on that link and tell me what comes up, I'll be most grateful. If it doesn't work and you can tell me why I'll be very, very grateful.

Btw, if it doesn't work, it will just send you to some list of something or other.

I'm not a tinfoil hat type, but my board also went down right after I posted it. It's sad that that type of nonsense even enters my thinking. But them's the times we live in, I guess.
