1. When is the best time to dig up Rose bushes
I just sold my home and there's an old family rose bush that I have to move. My grand mother on my dads side gave it to my grand mother on my mothers side in the 60's. I moved twice in the 90's but both time was during the summer.

2. Late fall or early winter, after it hibernates
but you should be careful and check your contract to sell the house. Perennial plants are considered part of the lot, and cannot be removed unless the contract says you can. Similar to appliances and lighting fixtures. If its attached to the house or lot when sold, its considered part of it.

I would just ask they buyer if they mind before you do it.

3. that's what i asked hubby & he mentioned this is right round the time...
someone may want to cut them back, i didn't ask him about digging them up, but i can tell you that when they remodeled capitol park's rose garden here in town, they all came up & out & where stored somewhere till they were done remodeling, then they all came back & planted in well before spring
