Was the actor who played Elrond in LotR the same actor who played Agent Smith in The Matrix?

10. He got the "Agent Smith" voice from a newscaster
He said in an interview that he wanted the voice to sound mechanical, but human, like the strange emphasis and phrasing the Smith character uses.

12. He was also the voice of Rex, the authorative Aussie Sheep Dog in "Babe"
Plus he was in "Pricilla, Queen of the Dessert" as a drag queen. He was fabulous in that movie
