I had all those as well...well not the new big ones from the 90's but the old big ones, and the 80's ones.
Here's what you do if it's the small ones. Go get some of those really tight small hair bands. Like...ones you'd use on a little girl's hair, that unstretched would go around maybe youre pinky and stay on. Then, the arms and legs all have these little hooks on them. If the hooks are intact, then loop the band around one hoop and then jury-rig something to get the band through to the other side....A paperclip bent to have a hook on the end would work. Loop that on the other arm and..snap..they're back together. If the band is too tight, the arms and legs will actually not hang normally, they'll be spread eagled. If so get a looser band. If the hooks are gone, you can go to home depot and get these really tiny hooks that have screws on the end. A little work will get those in and work.
As far as setting them up in a battle scene...I used to have that but my wife made me take them down. After I refinish the basement I'm allowed to put all my crap in there. Big G.I.Joe battlescene will resume. I might even make props and diorama stuff.
As far as setting them up, I forget the size of the nail, but there is a size of nail you can get that works perfectly on their heel hole to keep them stable. I have a ton of the old plastic bases but not enough.
So, I say repair your broken ones, go to Home Depot and get a decent sized plank, paint it olive green, get some of those nails, and set up a massive battle scene.
