Why do school districts in Warm weather areas (Florida) start & end first

Why do school districts in Warm weather areas (Florida) start & end first

while the school districts in cold weather areas (Wisconsin, Michigan) start & end later than schools in most of the country? I guess because Florida has a longer summer than the rest of the country.
