Some people have small trees in their pots. I've seen some that are more than a meter in diameter, but clearly that would be too much pot for one of those 59 cent cactuses they sell at the supermarket.

Anything over one kilo (2.2 pounds) is too much because that is usually what defines a felony from a misdemeanor.
