Question on last night's "24"

I missed a few episodes this season so can someone answer a quick question?

Who was the bald guy who eventually told the president to order the military to shoot down the plane? Is he the ultimate puppetmaster?

I don't recall seeing him in any episodes I've seen so far.

1. More or less -- yes.

However, WHO he is is still not clear.

But he did start appearing a couple of episodes ago.

Also, the bald guy was talking to some other people in his office in a previous episode. It doesn't really help identify the organization, but the other guys had to be there for a reason.
