How low are private helicopters allowed to fly over populated areas in
the US?

Does anyone know?

By "private" I specifically mean the ones that look like they are owned by Joe Blow--not hospital owned.

2. All rotary wing aircraft are supposed to be
at least 1,000 feet over populated area, according to the Federal Aviation Regualtions, FAR. Military or civilian.
