When you use a debit/credit card, the system creating the charge does not contact your bank directly. It contacts a semi-centralized approval service with Visa/MC/whatever. If that computer is not updated properly with your account information, it can reject charges that should not be, and it will sometimes even approve charges when the funds are not present. The false rejection typically happens with debit cards when a recent deposit has been made, but it can happen at other times as well for no good reason whatsoever.
During this time of year, I've seen it happen more frequently than normal. I don't know this for certain, but based on what I see the computer doing that is trying to validate the card, it tries to contact the approval computer when hundreds of thousands of others are trying to do so as well, and, for lack of a better phrase, it gets confused.
It's annoying, at best, but it happens. If your bank says nothing is wrong, then there shouldn't be anything to worry about in the long-run unless you're about to get a late fee or be disconnected for non-payment by your ISP. If that is not the case, give it a few hours and try again.
