How do you encourage a shy, and lonely, person to meet people?

How do you encourage a shy, and lonely, person to meet people?
I have recently encountered this problem with someone in my life; his is incredably sweet and open to those he trusts (his friends, family, me), but very introverted when he's around new people. Normally, this isn't a problem, but because he recently moved to a new state where he has no friends or family aside from myself and my friends, he finds himself, understandably, homesick and lonely.

I have tried to encourage him, gently of course, to try to do things with other people, if only to get out of his apartment. But he won't, because he hates "being put on the spot", in his words.

But it's getting worse. He misses home, friends.

As a highly extroverted person, I do not know what to do.

Any advice?

1. Have a small gathering at your place and invite him
so he can get to know folks on a very low key and casual basis?

Unfortunately...he and I are only together once a week during the weekends.

He does enjoy hanging out with my friends, though he's still a bit shy =)

6. Maybe he just needs to move back.
Only the few people I've ever let know me know how shy I am. He's out of his familiar environment, cut off. I don't know if there is anything that you can do except help him come back.

But it would mean the end of our relationship. He loves me dearly, as do I.

But he's not happy in NYC.
