Help out friends who need some extra cash.

Buy my mom an annuity and employ a housekeeper/cook to take care of those needs for her.

In practice, the city would be a trust, which charged ground rents, and used the revenue to provide city services, refund a portion harmful state, local, and federal taxes, and provide a citizen's dividend. The trust would allow a portion of it's ground rents to be paid using a locally created currency, likely issued as the citizen's dividend.
