1. Well if the picture is already hosted somewhere online..
Just past the URL into the signature.

3. Get an account with a site like photobucket...
http://www.photobucket.com

Once you get an account, you can upload pictures from your hard drive, and it'll give you the URL to the picture in your gallery (along with HTML and BBCode tags for use on other sites).
