Clearly investors are not being adequately compensated for additional risk implied by big US equities.

And I have run the dollar index year-to-date. The swamping of US stocks by international stocks seems to have nothing to do with currency fluctuations.

Senator, thank you for your responses in the past.

I write you now because after his stirring speech at the
United Nations, the President and his minions, including his
Defense Secretary, are showing themselves to be insincere. 
They called for the return of inspectors through UN
mechanisms, but now that Iraq has agreed, apparently that is
not good enough for the administration.  Whether the
president's men are trying to compensate  for their own
diplomatic flat-footedness (no offense intended to the
congenitally flat-footed - this is only a metaphor) or whether
they did not really think that UN inspections were enough is
anybody's guess.  

Whether the US would alienate the international community
(which is, after all, the only international community we have
to choose from) by unilateral action is a matter over which
you have some control.

Rumsfeld today urged swift passage of a Congressional
resolution authorizing use of force against Iraq.  Deny him
this resolution.  We have waited this long on Iraq, Congress
can wait a while longer until intelligent deliberations can
take place on Congress' own timeline, and not on the
hysterical rubber-stamp timeline being urged by the hawks in
the administration.  With Afghanistan (an no Osama to be
found!) threatening to blow up in our faces, the Senate and
the House should certainly consider, among other issues,
whether the US wants to commit reportedly overextended forces
to yet another dubious war effort.

Please resist the administration's brow-beating ways.  The
Constitution of the United States gives the power to the
Congress in matters of war declaration.  Please accept these
powers and exercise them, without regard for the undue
presumptions of the presumptuous executive branch.
