first off...Palpatine is way smarter than Bush, heck Palpatine makes both Dick Cheney & Karl Rove look like amateurs, and they are Bush's main life line.
also Palpatine is a Sith Lord...he shoots lightning out of the fingers...
You think some idiot like Bush stands a chance against someone like Palpatine, really...My money going on Palpatine....

plus in the Star Wars universe, incompetent people like Bush could never survive, they would end up dead, probably by force choke, or some other force like way...
