I am unable to get past Safe Mode to run Windows 98

I am unable to get past Safe Mode to run Windows 98
I tried scanreg/restore and that did not help.
When I try Selective Startup the machine locks up on
a file called turbovcd.vxd which I believe to be
a dial up modem driver for a modem I don't use.
I deleted the modem from the Device Drivers list
but the file still comes up and locks up the machine
during Selective Startup.

What do I do next?

1. Find and delete that file, is the best advice I can offer.
At least, it is what I would do.

Beyond that, re-install W-98.

and delete it from there (do you know where it is?)

12. At the command prompt type:

At the command prompt type:

dir

and hit the enter key. You’ll see a listing of all the files in the c:\ folder along with some detail on file size and creation date and time.

You may have to look through the folders to find the file. Change from c:\ to c:\windows\system by typing

cd windows\system at the command prompt.

after you have the command prompt in the c:\windows\system directory

Delete all references to the file in the registry (After you've deleted it in the system files).

Do you know how to do that?

10. Delete the file from the system files...
(Find it doing a Search)

Then go into the Registry>>> Start...Run...Type "Regedit" enter.

When Registry editor opens go to Edit...Find... Type in the name of the file and delete all references to it in the Registry.

(It may take awhile)

17. If you can get into Safe Mode
START -> RUN -> MSCONFIG ...use SELECTIVE STARTUP and uncheck all items in the STARTUP FOLDER...and see if you can get in then
or try VGA mode...to eliminate video driver
