"Resistance is futile" being the most popular.

Many a "Doctor Who" story review guide has a special section for dialogue like the above, which manages to poke its way into some stories too. Such sections are called "dialogue disasters".

Apart from their very first two appearances (Q Who, The Best of Both Worlds) the Borg were anything but terrifying. And then came Voyager... :D

Kirk interceded and chased down the Gorns; with he and the Gorn captain transported to a barren planed by the Metrone to kill each other to settle their dispute.

Kirk even offered Khan the chance for surrender instead of blowing his commandeered ship to bits.

53. nope, he decided not to kill him at the end
the blast only rendered him unconscious and Kirk refused to finish him off. A slow moving lizard, but he was smart and tough and accurate with a 600 pound rock.

Just seconds ago. Such synchronicity. A Star Trek episode just ended on SciFi Network and my TV is next to the window. The Enterprise was crossing the screen toward the window and in the reflection, therefore, it was coming the other way. The two Enterprises seemed to be flying into itself, and I thought "something like that actually happened in that episode where everyone is evil in an alternate universe. Spock has a goatee. I haven't seen that episode in years. I sure wish I could see it again." Then, I clicked on this thread, and saw your post. Weird.

The whole point of the Borg was that they were impersonal. They were sort of like the ultra-communists. Once they had a leader they were just like all of the other assholes in the galaxy. Nothing to see here....

(Although, to be serious, I think many of the Original series writers applied themselves to the greatest villian of all. Ourselves. There are several Original series episodes where the ultimate battle was the internal conflict within an individual, rather than against an external opponent. If I had to choose, I'd pick that internal conflict as the Best Trek Villian.)

he had to steal a ship and use those mind control worms to do anything. Klingons as a group were the best villains. Scariest would be the gas entity that could go through space and walls and consumed blood. Fortunately it could not handle Vulcan blood.
