A Bartlesville man was arrested Friday after reportedly appearing in front of a local restaurant wearing a white mini skirt and little else.
The suspect, Hurschel Dale Allen, faces charges of indecent exposure as a result of the incident.
Allen, 32, was also scheduled for a jury trial Monday on a charge of outraging public decency stemming from a similar arrest in 2004.
In the newest incident, officers were dispatched to a local steak house at approximately 4:16 Friday in reference to a man exposing himself, police reports indicate
When officers arrived, they were flagged down by two witnesses who said that the suspect was wearing a white mini-skirt and had relocated to a nearby drive-through restaurant. Officers reported that when they neared the drive-through, Allen could be seen wearing a cut off white miniskirt and was digging around a nearby trash can. He reportedly denied exposing himself earlier but the witnesses reportedly told another story.
Witnesses said Allen had been in the parking lot of the steak house patting the exterior of his clothing as if looking for something. The witnesses said Allen then lifted the front of his skirt exposing himself. He was later reportedly seen exposing himself as he was bending over to pick up cigarette butts on the ground.
The witnesses noted that Allen made no attempt to conceal his nudity under his skirt.
In Allen's earlier case, a report was made to police on May 24, 2004 that Allen was standing naked outside his apartment in the 1000 block of Southwest Virginia Avenue. Witnesses reportedly said Allen did this on several occasions during the day, and then again on May 25.
One witness reportedly said Allen had been seen approximately 10 times while either completely nude or nude from the waist down on different occasions. The witness said Allen usually stood on his back porch, according to the affidavit in the case.
