Comedy Skit I heard on the radio

It was a while back...like a year or so...
anyway...it was this guy who did prank calls...and one was him posing as a rich guy who needed a dog house for a chinese kid they just adopted...they didn't want him in the house when they had formal dinner parties and such....and he was talking to a chinese architect!
and the architect said he'd do it......

anyone know who this might be?
sorry if the skit might be too offensive for some of you....but comedy is not always potically correct....

It is a tv show on Comedy central with puppets who do crank calls. There is one character "Niles Standish". May be what you are looking for.
