If they discover from the blood test that you or your partner have some kind of STD are you then not allowed to get married? Or is this just so the person who doesn't have an STD finds out that their partner does?

This doesn't make much sense to me seeing that contracting an STD doesn't have anything to do with marriage.

I'm not getting married (would be a good idea to have an SO first), but I was always curious about the purpose of the blood test.

...about AIDs, and strongly suggests that you get tested. But you get a signed document from him whether you get tested or not.

There are states that don't require a medical test -- Maryland one.
